We have some very disturbing news.
MMA’s Legislative Bill SB1359, to increase the Sunset Dates of June 30th, 2016 to June 30th, 2024, for both the Motorcycle Safety Fund and Advisory Council (AMSAC), did not receive a House 3rd Read prior to the end of the legislative session.
Session ended (Sine Die) Saturday, May 7th, 5:45am.
It along with numerous other bills, fell through the cracks and were still sitting on the 3rd Read calendar unfinished.
Bobbi and myself left Thursday May 5th, to go to the NCOM Conference in Atlantic City NJ.
We followed the Bill, best we could, over the phone, having others actually present at the Capitol.
As of that Thursday, the House had 6-8 pages of Senate bills still needing 3rd Read.
We understand that the House met Friday all through the night until they closed session at 5:45am Saturday morning.
We also were informed that the legislators placed over 100 bills on the Governors desk that morning.
What this means for us, is that as of June 30th 2016, the Motorcycle Safety Fund and Advisory Council (AMSAC), as we know it, will no longer legislatively exist.
However, Bobbi and myself are working directly with Alberto Gutier, Director of the Governor’s Office of Highway Safety (GOHS), to see if he has any tricks up his sleeve.
His office seemed as surprised as we were that the 3rd Read calendar was left unfinished.
Alberto has committed to addressing this issue with Bobbi and myself, in the upcoming weeks, especially the Motorcycle Safety Fund end of it.
We will report the ‘facts‘ as soon as we have them available. In the mean time we ask that you all be patient and know that we will be making the best of this situation.
It would not behoove any of us to have rumors or false information spreading throughout the motorcycle community.
FYI – We have since found that our bill NOT getting a Third Read, was due to nothing more than back door politics.
It seems the Speaker of the House, Rep Gowan, along with other Reps, were unhappy with various Senators, for signing on to the Child Care Act.
It was this personal issue that caused our bill and many others by the same senate sponsors, not to get Third Read. Our bill died on the floor at the end of session.
Bobbi and myself have both been in contact with Speaker Gowan.
We let him know, in no uncertain terms, that what they did was unacceptable to Arizona motorcyclists, something that he should keep in mind when running for Congress.
